Social Services reports HEAP caseload and homelessness updates; committee advances service contracts and an appointment

Social Services Director Amy Miller reported HEAP is approving cases but remains behind last year after a late opening; HEAP closes in April. Social Services Director Amy Miller updated the committee on benefit programs, homelessness counts and several items recommended to proceed to the Legislature.
On HEAP (Home Energy Assistance Program), Miller said cases continue to be approved but the program opened late this season and is "a little behind last year." HEAP is scheduled to close in April. Miller reported 16 homeless cases currently receiving temporary assistance and 17 Code Blue cases; staff also noted reports (which DSS has not corroborated) that as many as 30 people may be living on the Outlet Trail.
Miller presented several resolutions for the committee to consider advancing: an authorization to contract with Safe Harbors for non-residential domestic violence services; authorization of contracts with an individual named Christopher Clinton; and an appointment of Kathy Dilmore to the Finger Lakes Workforce Investment Board. Committee Chair Edward Bronson asked members whether the resolutions should proceed to the Legislative Meeting; after discussion and edits, there were no official objections.
The committee accepted the Social Services report as information and forwarded the listed contract and appointment resolutions to the Legislative Meeting for formal action.
