County counsel presented updates to the county's contract template that aim to standardize state-mandated terms and give departments space for program-specific clauses. Curtis Warren (S5) told the committee the template now includes a state contract appendix, a slot for department-specific audit provisions (for example, the Department of Health), and an option to incorporate vendor contracts when bids or RFPs require it.
"We would prefer that everybody enter into a written contract for all services and all agreements with the county," Warren said, explaining the rationale and customary insurance requirements. The committee moved to adopt the template adjustments and voted in favor without further amendment.
Members asked about minimum thresholds and whether departments could decline written contracts for very small purchases; counsel said departments have some discretion under the administrative code but recommended written agreements whenever possible to protect the county.
