Steuben prevention coalition highlights billboards, youth coalition and 2.2 million media impressions

Caleb Cutler, introduced as a representative of the Steuben Prevention Coalition, told the Human Services, Health and Education Committee that the coalition’s end-of-year outreach leaned heavily on a unified messaging push. "Our biggest outcome was the 2,200,000 media impressions," he said, noting eight or nine billboards placed across the county and targeted outreach in Hornell to areas most affected by opioid misuse.
Cutler said the coalition served almost 2,000 unique individuals through events in 2025 and is formalizing an annual Youth Action Forum and a dedicated youth coalition so young people can shape messaging and planning. The expanded activities build on an earlier Drug-Free Communities (DFC) grant that was narrower in scope; Cutler said the earlier DFC work (originally funded beginning in 2013) gave the coalition a foundation that recent funding has enabled the coalition to broaden across Steuben County.
