Board approves AMR and Hospital-to-Home to operate inter-facility transports in Dinwiddie

Chief David Kiske presented a resolution authorizing American Medical Response (AMR) Mid-Atlantic and Hospital to Home (H2H) to operate private inter-facility patient-transport services in Dinwiddie County under state administrative code. "These agencies will not provide 911 services within the county," Kiske said, adding that the only time they would respond to public 911 calls is if requested by the county during a large, mass-casualty incident.
Kiske explained AMR currently leases space at the Dinwiddie County Airport as a base for staff and equipment; the resolution authorizes operation within the county footprint and limits any dispatch authority for public 911 calls to county-requested mutual aid events, with any authorization lasting no longer than 30 days without a formal vote. The board approved the resolution by roll call (all voting aye).
Staff said there is no mutual-aid contract to transfer regular 911 responsibility; the approval documents establish authority for inter-facility transports under applicable state rules and local resolution.
