The Kendall County Commissioners' Court voted 4-0 on March 31, 2026, to temporarily make Captain Shelly Jennings the primary Interim Operations Manager of the county's Emergency Medical Services. The order directs that Jennings continue to work a normal number of hours distributed so her pay is not negatively affected and names Captain Don Davis as second and Captain Dave Harmon as third in the chain of command. The document also authorized the county judge or an interim administrator, as appropriate, to sign the notice to the Department of Health informing the agency of the operational change. Judge Pro Tem Richard Chapman made the motion; Commissioner Jennifer McCall seconded, and the court recorded ayes from McCall, Andra Wisian, Chad Carpenter and Chapman. The minutes show the record was examined and approved April 28, 2026.
