Public commenters urge better communication on health and services, push for labor contract talks and community programs

Five speakers addressed the council during the public comment period. Brandon Campbell asked the city to improve communication about health and food resources as federal SNAP changes affect residents. "We need to have open communications regarding health and safety for the residents," Campbell said.
Jeff Ho presented a line-item example of his household water and wastewater bill and urged aldermen to review user fees, saying fixed service charges dominate his total bill. "The total of fees for my water usage of $12.44 comes to $121.67. This is getting out of hand," he said. Oscar Salas urged the mayor and council to finalize fair contracts with the Racine Fire Department and the police, asked alder members to do ride-alongs, and said first responders are "not asking for millions of dollars" but need tools and staffing. Ed Larkin requested city support for a chess-education program that runs in libraries and schools. Matt Ostergaard, a veterans organization board member, described services his group provides (131 new veterans signed up in the first half of 2025; 193 tons of food distributed in the first six months) and asked the council to reconsider his ineligible CDBG board application.
