Council approves CDBG consolidated plan buckets, authorizes HUD submission

The Racine Common Council voted to approve the FY2025'029 consolidated plan and the FY2025 Annual Action Plan and authorized city staff to submit the documents to the U.S. Department of Housing and Urban Development. Director Rennings told the council the motion approved the funding "buckets" required by HUD (CDBG $1,771,629; HOME $515,160; ESG $158,967) but did not finalize specific spending line items, which can be amended later.

Alderman Weidner raised a procedural concern about whether the committee had approved the fiscal note; the director and city attorney clarified that tonight's action designates the types and buckets of funding needed to remain in good standing with HUD and that detailed allocations and specialist service dollars will return to committee when required. The council approved the item 13-1.

Director Rennings said the plan is required to maintain eligibility for HUD funds and that the city expects additional CDBG/HOME/ESG funding over the next five years to guide affordable housing and community development projects. The action authorizes submission; any subsequent amendments to allocation details will follow normal committee processes.
