Court approves roughly $6.9M indigent defense contract, cites growing costs

The court approved the annual indigent defense contract for FY25 with the Lubbock public defender arrangement (LPDO). The contract amount presented to the court was approximately $6,900,000, which the court and staff said represents about a $2,000,000 increase from the prior year.
During discussion, court members and the contract representative (Stanzione) noted rising caseloads, limited available defense attorneys, and the presence of a capital case in the calendar that is contributing to higher projected costs. "It's kinda expensive... That doesn't make sense," one attendee said in response to the contract amount; courtroom discussion observed that the increase is connected to the number and complexity of trials anticipated. The court voted to authorize the county judge to sign the agreement.
Judge Parrish noted this is a state-mandated service the county must provide and observed the contract cost approximates the difference between the no-new-revenue rate and the VAR rate the county was discussing earlier in the meeting.
