Resident urges stronger enforcement as commission considers gravel‑pit expansion

Belinda Winter, a Spring Creek resident, addressed the Planning Commission during public comment, recounting years of problems she attributes to the gravel operation and urging stricter enforcement if rezoning proceeds.

Winter said the operation has not met earlier conditions including tree planting and dust control, described trucks using local roads and jake brakes, and said she has photos and video. "They're also not supposed to be hauling anything out of that pit between before school and after school," she said, adding that mailed notices of meetings were inconsistently received by neighbors. The commission and staff acknowledged the concerns but described limits on enforcement without formal complaints and noted that many items would be addressed during the required conditional use permit review.

Corey, planning staff, told Winter and other residents that the county’s process requires formal complaints to trigger investigations and that the conditional use permit stage will allow staff to review exact road use and limit access where appropriate. "If you are having issues, give me a call, file a complaint with me, and then I could theoretically, if they don't resolve the issues, I could pull that conditional use permit and basically shut them down," Corey said. Staff also emphasized that some historical conditions may be legally difficult to enforce and that the county would focus on practical, enforceable measures such as dust abatement plans and road maintenance agreements.
