Megan Monahan, co‑manager of Kids 1st, described a phased approach to disbursing funds to childcare providers: the first $5,000 per classroom could be distributed after Sept. 1 for the remainder of 2026, and at the start of 2027 programs would have another six‑month period where they could access $5,000 per classroom for that interval. Monahan said the schedule allows the program and city to evaluate how funds are spent and to develop agreements and reporting forms in coordination with providers.
Council members said the cadence made sense compared with a single $10,000 annual payment and asked staff to return with details on spending plans and reporting expectations. Monahan said the Kids 1st board is working on the agreement and reporting forms and that staff will bring additional details for council consideration in the coming packet.
