Commissioners approve Reinvestment Zone No. 2 after short public hearing

Harris County Commissioners on Dec. 10 approved a resolution creating Reinvestment Zone No. 2 in Precinct 1 following a brief public hearing. The measure, designed to use tax‑increment financing to fund local mobility infrastructure and parks, passed by voice vote after the hearing closed.

Sean Cloonan, life science lead and general counsel for Core Development, told the court the proposed zone would “be a valuable economic tool to invest in critical mobility infrastructure, enhance and connect existing parks and recreational amenities and create funding for needed affordable workforce housing in the Northeast Quadrant.” Commissioners said the TIRZ could catalyze growth tied to the port and the airport.

The court opened the public hearing under the Texas Tax Code and accepted public testimony before moving the linked adoption motion (item 4‑69) later in the meeting. The motion to approve the resolution was seconded and recorded as passing with four ayes and no nays. Court staff said the action enables the county to pursue targeted infrastructure investments in the development area while preserving the statutory requirement for notice and public input.

What happens next: staff will work with precinct and county planning teams to define eligible projects and timelines, and procurement and financing steps will be brought back to Commissioners Court for required approvals and oversight.
