James Irvin presented the request; the motion carried 5-0 (motion by Frank Sosebee, seconded by André Castleberry).
Planning staff noted a Hall County Engineering "Parcel Condition" from Feb. 21, 2025, indicating that an as-built survey stemming from a 2018 land‑disturbance permit (HDV2018‑00029) remains outstanding. A nearby resident, Jodi White, spoke in favor, saying the "proposed development is sufficiently screened and set back from the roadway, and the application is a good use of the property in this area." The commission approved the rezoning subject to site-plan compliance, operating-hour limits, a recorded agricultural‑impacts statement on any plat, and other standard conditions of zoning.
The conditions limit hours of operation and the number of on-site dumpsters to no more than 12 and require compliance with Hall County Engineering driveway and as-built requirements prior to full development.
