Design Review Board approves Atlas Research & Development building with refinements and HOA acknowledgement

The City of Eagle Design Review Board approved the revised design for the Atlas Research & Development building (DR-2025-59) after the applicant presented a set of design changes and staff recommended adjustments to site-specific conditions. Applicant Chris Wilson of Wilco Design Build said the revisions added glazing throughout the building, extended the standing seam roof, redesigned the rear façade, simplified materials and added raised stone-faced planters to screen a front ramp.
"The largest revision that was made was glazing throughout the building," Chris Wilson said, describing larger second-floor windows and updated window styles to emphasize the building's two-story appearance. Planning staff Emily Falco told the board the applicant had submitted revised cut sheets for LED lighting at a maximum of 3,000 Kelvin, revised bollard details, concealed fasteners for metal roofing and a bicycle rack shown on the site plan. Falco also explained the parking calculation: 56 required spaces, a 20% reduction allowed to 49, and 39 spaces dedicated on-site with a joint parking agreement to meet requirements.
Board members commended the changes and asked for small, cost-conscious refinements to improve fenestration depth: adding modest sills or transom windows where feasible. Following staff recommendations, the board voted to strike site-specific conditions 2–5 as satisfied by the revisions, and added two conditions: the applicant must secure or document HOA acknowledgement of the revised design, and staff is to encourage modest sill expression at stucco window locations. The motion carried unanimously. The applicant was instructed to return any required documentation to staff for final sign-off.
