House confirms several appointments, defers one reappointment amid allegations

The motion to roll prevailed over objections and the item was deferred for one week for follow-up.
Separately, Leader Lambert moved substitutions with Senate joint resolutions (for example, substituting SJR 636 for HJR 897) and the House concurred with the Senate substitutes by recorded voice or unanimous consent where noted.
