House passes bill requiring point‑of‑contact for large residential owners after debate over registries and REITs

Representative Parkinson and others supported the bill as a tool to combat blight and to enable local governments to identify responsible parties quickly. Committee amendment No.1 was adopted as a technical correction and, after a roll call, Clerk recorded passage of HB 15‑01 on third reading (84 ayes, 2 nays). The sponsor said the bill is intended as a contact‑information mechanism and reiterated that it is not a fee‑based registry.
