Representative Davis described House Bill 17‑41 as an extension of earlier state efforts to ensure FDA‑approved non‑opioid treatments are as accessible as opioids for acute pain, now applied to inmates in Department of Correction care.
"We have led the nation in the last several years in ensuring that FDA non‑opioid treatments for acute pain are as accessible as opioids," Davis said, noting prior steps to extend parity into Medicaid and state employee insurance. The sponsor said the bill ensures continuity of that access for incarcerated individuals receiving health care services under TDOC authority.
The bill was taken up on third and final consideration and received the required majority vote to pass.
