Outside experts say rural-zone tax credits limit new construction; county debate centers on data-center risk

Zachary Ellis (Speaker 10), who identified himself as "chair of the high building for the city of Louisville" and a co‑author of the city's rules of application, told the commission: "The rules of application does not allow for data centers in any way... it is for revitalization of existing blighted property only." He added that the program is targeted mainly at retail, professional services and food establishments and that tax credits are sized to support small rehabilitation projects rather than new construction. County staff said they would clarify the rules in future meetings and share code references and historic tax components for interested residents.
