Campbell County staff presents eight SmartScale candidates; board agrees to advance top four for Round 7

County transportation staff provided an extended SmartScale briefing and summary of eight candidate projects for Round 7, explaining eligibility, scoring categories and calendar milestones. "We're gonna provide an overview of the SmartScale process... we're requesting direction to select, 4 applications to move forward with," the presenter told the board, citing the pre-application window (March 1'April 1), the full application window (June 1'August 1) and the board-resolution deadline (July 15).

Staff described each candidate: application 1 (50124 intersection improvement in Rustburg, district grant, turning lanes and pedestrian/ADA upgrades), application 2 (single-lane roundabout at Lynnbrook/Waterlick/Lawyers Road addressing a high-crash history), application 3 (Sunnymeade/Suburban intersection treatment alternatives), application 4 (northern two-way left-turn segment on English Tavern Road), application 5 (southern two-way left-turn segment), application 6 (501 corridor improvements Windfall to Hughes Road with lane/shoulder widening and rumble strips), application 7 (left-turn lane at Marshall Mill Road), and application 8 (Volunteer Road segment to Flint Street). Staff presented feasibility and safety/operational rankings and recommended a top-four package based on SmartScale competitiveness and cost benefit. Several board members discussed trade-offs (terrain, right-of-way, topography, and whether temporary measures could reduce score), and the board reached consensus to move forward with the top-four projects for further development and ranking prior to formal submission.
