Committee discusses contractor scorecards and Phase 2 interlocal agreement
Summary
Committee members discussed contractor evaluation and phase transition: staff said contractors are ahead of schedule and the city maintains a scorecard for assessing contractors; Jameson said the Phase 2 interlocal agreement goes to county court on the 26th for cost-sharing and, if approved, will allow bidding late March.

Committee members asked whether the current contractor's laydown yard and performance would carry into Phase 2. Jameson said contractors have negotiated extensions and the city uses a post-project scorecard: "There's a scorecard that we can rate the contractors after the project and then put that in their project file," he said.
On funding and schedule for Phase 2, Jameson said the interlocal agreement goes to county court on the 26th for cost-share approval; if approved the city plans to finalize design in about four to five weeks, bid late March, award in May and issue a June notice to proceed so transition between contractors is smooth.
The committee asked staff to confirm laydown yard arrangements and ensure minimal disruption to local traffic and daycare access during continued operations.
