Neighbors ask commissioners to delay rezoning of 84-acre site in Lula for industrial park expansion

NCP Holdings requested rezoning of an 84.35± acre tract on the northwest side of Cagle Mill Road from Agricultural Residential (AR‑1) and Residential‑1 (R‑1) to Light Industrial (I‑1) to allow what the applicant described as a second phase of the North Oconee Industrial Park that could add roughly 672,500 square feet of industrial space. Staff noted the parcel sits in the North Oconee Water Supply Watershed and contains County‑studied and FEMA flood zones and a tributary of the North Oconee River.
Residents who live along Cagle Mill Road and Julian Baugh Road urged the Commission to table the request so the community could review an updated site plan that was submitted the day of the hearing. Jodi White and others asked specifically for more time; neighbors raised concerns that one proposed warehouse appears to sit in a mapped flood zone, that traffic and noise would increase, and that surrounding property values could decline. Planning staff told the Commission an updated site plan had been provided that day; Commissioner Stan Hunt proposed tabling the item to allow community review while preserving the applicant’s Board of Commissioners hearing date. The Commission voted to table the item to Oct. 6, 2025 (motion by Stan Hunt, seconded by André Castleberry; vote 4-0, Sosebee absent).
