Council debated a recent procurement problem after a contracted 14'–16' Christmas tree arrived damaged. A council member said rotating the tree to hide defects caused the city to lose the vendor warranty, and expressed frustration that removal left the city unable to secure a replacement within the $10,000 per-tree budget. The mayor said he instructed staff to remove the damaged tree and seek a refund, arguing it was inappropriate to display a tree that did not meet the city's expectations.
Recreation staff said organizers had to revise some plans (for example, replacing a prior Civic Center staging plan) and that vendors and performers have been accommodated within a new site map; the event's lighting is expected to occur at about 6:00 p.m. Staff also said the horse-and-carriage ride will not return because traffic and safety concerns made the route unsuitable. Council asked staff to publish specific performance times, choir listings and a site map so residents can plan attendance.
Next steps: staff will finalize and publish the event schedule via the PIO and social channels. Council asked staff to coordinate any remaining logistics with public works and to bring any unresolved procurement or warranty questions back to council if staff cannot settle them.
