Engineer reports bridge completions, ARP funding gap and a reserved purchase order for dump trucks

County Engineer Justin Barfield reported completion of the L. Vaughn and Poole Road bridges (L. Vaughn came under bid at $304,283.85), said the county is temporarily out $30,000 in unreimbursed bridge funding from State EMA, and commissioners authorized a nonbinding purchase-order hold for two dump trucks amid anticipated price increases.
County Engineer Justin Barfield told the commission the L. Vaughn Road bridge project, funded by a grant with a $322,000 bid, finished with a final price of $304,283.85; the county match will be $18,157.35. Barfield reported the Poole Road bridge is complete and its invoice was approved to be funded from American Rescue Plan funds.
Barfield said the State EMA notified the county there would be no further funding on three bridge projects currently underway, leaving the county approximately $30,000 out of pocket awaiting reimbursement. The contractor has been notified of the funding pause. Barfield also reported 183 loads of material have been hauled from the future arena site.
On equipment, Barfield said proposed emissions-allowance changes in 2027 make current prices for dump trucks uncertain; the present bid for a dump truck is $210,900. Commissioner Todd Brannon moved to pull a purchase order to reserve two dump trucks (not a binding purchase), and the motion passed 4-0.
Barfield also presented a subdivision plat for Oak Grove Park (a four-lot subdivision on County Road 16), which the commission approved 4-0 after confirming county and health-department requirements were met.
