Council approves donation of right-of-way to Twilight Cemetery after unanimous planning recommendation

Twilight Cemetery requested closure and conveyance of multiple right-of-way segments that cross through cemetery property. Staff advised council that adjacent property owners had executed waivers and that utility providers (Comcast, AT&T, CenterPoint) raised no objections. Planning & Zoning recommended approval 9–0; staff asked council to decide whether to require an appraisal or approve the donation under Chapter 62 of the city code.
Councilmember Guerra moved to approve the donation in accordance with Chapter 62 and the motion carried unanimously. Staff said there are gravesites in the North 12th right-of-way and advised against attempting to build a new right-of-way through existing graves; the ordinance vacating the specified right-of-way portions will proceed and staff will prepare deed documents reflecting the council’s direction.
