The council held a public hearing and ultimately denied a city-initiated future land use plan (FLUP) amendment and a related zone change for a half-block on North 11th Street. Staff said the change would align land use with surrounding single-family character and that Planning & Zoning had recommended approval for the FLUP at its hearing; commissioners raised spot-zoning concerns. Several nearby property owners and business representatives told council the change could add buffering costs and reduce commercial lot utility.
During the hearing, staff outlined that the area contains five parcels — two built with single-family homes and three undeveloped lots — and said mail notices had been sent to owners within 300 feet. One business owner warned that requiring buffers would “add around $20,000 to $30,000 to development cost” and make some commercial frontage difficult to redevelop. After public comment and council discussion, Councilmember Guerra moved to deny the FLUP amendment; the motion carried and the subsequent zone-change request was also denied.
