Planning commission approves Lamoille Ridge rezoning with 8‑lot limit and road conditions

The Planning Commission voted to approve application 24-2000-0012 (Ventures MTG LLC) to change zoning for a 54.81-acre parcel in the Spring Creek/Lamoille area to agricultural residential conservation district (ARC RD1) to accommodate a small subdivision. Staff recommended approval with conditions requiring that the developer comply with relevant Nevada Revised Statutes and Elko County code, perform a traffic study prior to tentative map submittal, and enter into road-maintenance agreements where appropriate.

Tom Hannam of Sam Bell Engineering and Dusty Ship (Ventures) said the concept being explored is an eight-lot layout governed by septic-density limits and existing access; they indicated the primary access would be Liparelli Lane and that a tentative map and traffic study would follow. Jesse Barr, Spring Creek Association president, clarified that some adjacent roads are outside SCA boundaries and that earlier statements about county maintenance referred to capital maintenance of select parkways, not ongoing operational work such as snow removal.

Commissioners added a condition limiting the number of lots to eight and asked staff to pursue mechanisms for road maintenance (adding the parcels to a GID or similar agreement). The motion passed by voice vote; one commissioner recorded a nay on the record.
