Coosa County authorizes chairman to sign Forever Wild agreement; MOU sets $1.60-per-acre payment

The Coosa County Commission voted Oct. 8 to authorize the chairman to execute an agreement with the Alabama Forever Wild Land Trust and for county staff to forward required documentation to Montgomery. Commissioner John Forbus moved that Chairman Lamar Daugherty sign the Forever Wild invoice and that a letter be sent to Montgomery; Vice-Chair Brandon Davis seconded the motion and it passed unanimously.
The Memorandum of Understanding attached to the resolution sets substantive county responsibilities and payment terms. The MOU specifies that the Forever Wild Land Trust will make an annual payment of $1.60 per acre to counties where FWLT owns land, beginning with FWLT Fiscal Year 2023. The document requires participating counties to register as a vendor in the State of Alabama Accounting and Resource System (STAARS), submit an adopted resolution, the executed agreement, a completed invoice, and a W-9 to the Alabama Department of Conservation and Natural Resources (ADCNR) by the deadlines listed in the MOU (first-payment documentation deadlines and subsequent annual windows are included in the text).
The resolution adopted by the commission authorizes the chairman or designee "to enter into the Agreement with the FWLT, and further authorizes the Chairman of the County Commission or his/her designee to execute any and all documents deemed necessary to effectuate the transfer of funds." The MOU also includes standard contract terms about availability of funds, term and termination, and vendor obligations.
