Builders association says proposed UGB expansion won’t yield enough realistically developable land

Garrett Mosher, speaking for the Central Oregon Builders Association, told the Commission the amendment as proposed does not include enough land that can be cost-effectively developed over the next 20 years to meet the city’s identified housing and employment needs. "The proposed U G B amendment does not currently include enough land that realistically and cost effectively can be developed over the next 20 years to deliver the residential and commercial needs of the city itself has identified," he said.
Mosher cited barriers including topography, watershed constraints, CC&Rs and infrastructure cost differences across parcels; he noted recent local building permit trends (56 residential permits in the last year) and argued that many acres in the 315-acre proposal will be too costly or burdensome to bring to market. He urged commissioners to redraw the expansion to include land that is more readily developable and to prioritize parcels that can deliver housing production in a reasonable timeframe.
