Vendor pitches GIS voter-district system to Geneva County; state funds could cover startup

Keet Consulting presented a GIS-based solution to Geneva County Commissioners on May 27 that would replace the county's manual voter-district entry process, allow precincts and districts to be updated in days, and integrate with the statewide Election System Software (ESS).
Ethan Southern of Keet Consulting described the funding offer and schedule: "The funding program ends in July so a decision would be needed shortly if the county wants to get the upfront cost covered," he said. Southern outlined a $10,250 initial startup cost the Secretary of State's office would cover if the county signs up, followed by a county responsibility for a monthly maintenance fee of $850 that covers hosting and district-file editing. The vendor said no local servers would be required and access would be password-protected and restricted to the Board of Registrars and Keet Consulting.
No action was taken; Commissioners said they would consider the information and decide at an upcoming meeting. The vendor said they could begin phasing in the program in September if the county secures the startup funding.
