Council approves plats and design agreements for Penn Street, Greenbelt Trail and Dubuque Street trail project

Council approved two final plats—Penn Street Edition Part 1 (Resolution 2026-88) and Greenbelt Trail Part 6 (Resolution 2026-89)—clearing the way for subdivision and trail work in those locations. Planning staff and engineers said these plats finalize street and utility layouts needed to support upcoming construction.
Council also approved agreements with Shive Hattery Inc. for the Commercial Drive improvements (Resolution 2026-92) and for the Dubuque Street Trail improvements (Resolution 2026-93). Engineering staff explained the Dubuque Street trail needs precast crossing panels where the trail meets railroad tracks because the railroad requires a special, more durable crossing surface; the panels will be manufactured and incorporated into the trail alignment.
Council members said the projects will improve connectivity and keep trail users off the road where possible. All related motions carried by unanimous vote.
