The council approved a street and alley closure that will convey approximately 24,000 square feet of the North 12th Street right‑of‑way and about 6,400 square feet of a 16‑foot undeveloped alley to adjoining landowners.
Staff summarized the parcels and said utility providers delivered letters of no objection; an independent appraisal set the value at $2 per square foot. Using that figure the 12th Street portion was valued at roughly $48,000 and the alley at about $12,800. The applicant had already placed $61,650 in escrow and is responsible for the $850 appraisal cost. Staff noted existing drainage and utility encroachments and required the developer to stub out future utilities and address drainage during development. Planning & Zoning recommended approval (6–0). The council approved the ordinance with one recorded negative vote (Martin).
Developer Alton Ogden told the council he plans to build a $2.5 million building on the property; staff emphasized conditions to maintain future utility access.
