The council adopted an amendment to the subdivision ordinance that expands the director of planning and development’s authority to approve final plats and replats that do not require a public hearing under state law.
Ryan Vitlick, director of planning and development, told the council the change responds to state law (House Bill 3699) intended to streamline subdivision approvals and delegate certain approvals to staff. Vitlick said preliminary plats will remain before the Planning & Zoning Commission "to continue that transparency for both the public and for the planning and zoning commission," but the final plat and some replats would shift to director approval with an appeal route back to the commission. Planning & Zoning had recommended approval by an 8–1 vote.
Council opened and closed the public hearing and approved the ordinance on a motion; the ordinance includes misdemeanor penalties for violations (fines not to exceed $2,000) and contains standard publication and severability clauses.
