At 6:00 P.M. Chairman Brett Thompson called the meeting to order. The commission unanimously approved the December 1, 2025 minutes (motion by Becky Dean; second Arlen Morgan). Kacie Buhler explained the 2026 officer‑election process; Becky Dean moved to nominate Brett Thompson and Oscar Carranza to continue as Chairman and Vice Chairman; Arlen Morgan seconded and the motion carried unanimously.
Staff prompted a discussion of Article III (Sections 1 & 3) of the commission bylaws, specifically the five‑year residency requirement and the permitted number of commissioners. Commissioners agreed the five‑year residency requirement is appropriate and voted to keep it. Ms. Buhler also noted that while the bylaws allow up to twelve members, the hearing room fits nine and the current budget supports seven; staff recommended formally changing the ordinance to allow nine members and will present that change at a future meeting.
No formal action was taken on the bylaws during this meeting; staff will provide the recommended amendment for the commission's formal consideration at the next meeting.
