Putnam County boards approve interest in 91 Keightly Road; council to request $750,000 from annex fund

On Nov. 25 the Putnam County Board of Commissioners and County Council approved a resolution expressing interest in purchasing 91 Keightly Road, Greencastle, for the Health Department. Council President Stephanie Campbell read Resolution 2024-11-25-1; Commissioner Jay Alcorn moved to approve and Danny Wallace seconded; the motion passed.
Council members and commissioners discussed how to fund the purchase and subsequent renovation work. Alcorn said he supported using the county’s new annex fund to pay the full purchase price. The Council acknowledged that the Health Department would likely be unable to fund the full cost of renovations and said allocation decisions and the exact amount the Council would cover would be addressed later so that the department’s operating funds are not depleted.
At the same meeting the Council approved a separate motion to place a request on its January 2025 agenda seeking $750,000 from the new annex fund to purchase the Keightly Road property; Phil Gick made the motion and Danny Wallace seconded. The minutes record the motion as passed. The boards did not adopt a final purchase contract or a detailed funding plan at the session.
