Commission recommends rezoning for 119 Candlemakers Lane to allow one single-family home
Summary
The commission recommended rezoning a 1.310-acre nonconforming parcel (PL-26-002) from agricultural to residential single-family so the owner can build one single-family dwelling with reduced setbacks; the recommendation goes to the Board of Supervisors on April 7.

Planning staff described PL-26-002 as a rezoning request for parcel 24-A-4B (1.310 acres) from agricultural to residential single-family to permit a single-family house with reduced setbacks; staff noted the lot is nonconforming under current zoning but sits near existing single-family development and aligns with the comprehensive plan's medium-to-high residential designation.
Applicant Blake Shorter (938 Country Road, Lynchburg) told the commission he removed two mobile homes from the lot, has plans to build one single-family dwelling and that septic and power-line placement affect where a house could be sited. Commissioners asked whether multiple structures remained; staff confirmed one structure had already been removed and the applicant intended to remove the other to place a single dwelling.
No members of the public registered opposition or support at the hearing. Commissioners characterized the proposal as consistent with the area and the comprehensive plan and moved to recommend approval; the motion passed and will be forwarded to the Board of Supervisors for consideration on April 7.
