Village Solicitor Yazan Ashrawi told council he and Council Member Marcia A. Thomas had spoken about resident concerns over homeless encampments and that legislation could be drafted if Council wanted to pursue that option, but he cautioned against creating new laws absent an imminent problem.

Voelker pointed out that the Arlington Avenue island and the Cambridge Boulevard and Village Court islands are identified as parks on the plat. Council agreed that, given existing park rules, residents with concerns about individuals lingering in those areas should contact the police. The minutes record the solicitor’s guidance that "these issues can be addressed in several ways depending on what Council might like to achieve, however if or until there is an imminent problem, he would be reluctant to create legislation around it."
