Council approves water-distribution model contract with cost cap of $48,000

The Council of the Village of Marble Cliff voted to authorize the mayor to enter into an agreement with Burgess & Niple to develop a water-distribution model for the village and declared the ordinance an emergency.
Village Engineer Caleb Zmith told the council the model is needed now so the village can assess aging pipes and current flow and pressure issues and plan needed infrastructure improvements. Council moved swiftly: "Mr. Jolson moved to suspend the rules" for immediate consideration, and Ms. Troiano successfully moved to amend the ordinance "to state that the cost shall not exceed $48,000." The ordinance was then approved as an emergency by roll call (Voelker, Jolson, Sarna, Taylor, Thomas, Troiano: yes).
Zmith emphasized the model would let the village plan hydrant testing and prioritize repairs before cold weather hampers fieldwork. Engineer Zmith left the meeting after the vote. Next steps include finalizing the services agreement and scheduling the modeling work; the ordinance gives the village authority to engage the contractor and to proceed with testing and data collection.
