Council awards $1.86M contract for Edgington transmission main

Public Works staff recommended awarding the Edgington Transmission Main contract to Robinson & Owen at a low bid of $1,863,033. The project includes roughly 12,000 linear feet (about 2.5 miles) of 16‑inch PVC transmission main running from the new elementary school area to the existing water reservoir, four hydrants to improve rural firefighting access and system flushing, and construction administration by the design consultant.
Paul Vertagna told the council the project was recommended in the 2023 water master plan, the design came in under estimate, and the low bid allowed the city to proceed well under the $3.6 million budget originally shown in planning. Council approved the motion to award the contract and authorized the city manager to execute the contract with a 3% contingency for change orders. Staff said construction is expected to begin after July 1 and that the project will improve fire protection for outlying properties as well as system capacity.
