Council adopts supplemental budget to cover capital and utility adjustments

Finance staff (Joe O'Neil) said the general fund required additional allocations for Gateway Park items (dog‑park fencing and labyrinth design), security cameras and HVAC replacements, and fire‑wise design work. The water fund needed an increase in meters and parts (staff requested an additional $20,000), and a transportation SDC line required $16,000 after an unexpected immediate draw by ODOT from a bank account. A sewer SDC fund shortfall arose because the URA project fund had already absorbed design costs earlier than expected, shifting roughly $600,000–$700,000 of excess costs to the sewer SDC fund.
O'Neil explained the capital replacement reserve mechanism and why some expenditures are accounted for in the current year. No public testimony was received on the hearing. After council discussion and procedural questions, the council moved, seconded and adopted Resolution 2026‑12 by voice vote. The council asked staff to monitor replacement reserves and to inform council if construction phases require another supplemental resolution.
