Donahue said the methodology remains the same as the 2019 approach but noted growth in population and project costs: "We move forward now to 2026. The population is now approximately 3,900," he said, and told council that estimated transportation capital costs had risen to roughly $31,500,000. He asked the council to adopt the resolution to implement the new charges on July 1.
Donahue displayed a comparison of single‑family transportation charges and said in the materials (verbatim transcript wording) the single family transportation SDC was shown as "current 27 15, proposed 67 85," which would move Sisters' rate higher than some neighboring communities but still below Bend and Redmond in the consultant's table. Council discussion emphasized the principle that "growth should pay for growth" while some members asked staff to consider potential impacts on affordable housing and whether targeted discounts or credits should be examined for affordable projects. The council voted to approve Resolution 2026‑06 to implement the adjustments; the motion passed with all members in favor.
