The Sandy Urban Renewal Board authorized a $100,000 grant for Cascade Investment and Development LLC to support redevelopment of the long‑vacant property at 38888 Pioneer Boulevard. Staff recommended the award as part of the Energize Sandy capital‑improvement program, saying the site could be redeveloped into active commercial space that might include a childcare facility.
“Cascade has a building permit right now, ready to go,” John said while describing the proposal. He also told the board the owner planned to invest additional private funds into the site; the transcript records John saying the owner would invest “approximately probably 6 to $800,000 additional,” wording that board members flagged as unclear. Staff characterized earlier investments at the lot as limited to demolition of rear houses, asbestos remediation and small sidewalk/entry work.
Several board members said they favored supporting redevelopment but wanted to ensure parking and safety issues would be addressed if a childcare use is pursued. Board member 7 (speaker 7) said, “I do have trouble spending a $100,000 on something where that concern isn’t addressed.” Staff suggested options such as reimbursement agreements for applicant‑installed angled parking and agreed to seek cost quotes and discuss the idea with the property owner.
