Commission approves large industrial rezone at Cagle Mill with environmental buffers

The Planning Commission on Oct. 6 approved rezoning a roughly 84.35-acre tract on Cagle Mill Road from AR-1/R-1 to Light Industrial for a second phase of the North Oconee Industrial Park, subject to 19 conditions addressing buffers, access, permits, and construction standards. Staff noted the application was inconsistent with the Comprehensive Plan in its original form; during questioning the developer agreed to limit Phase II to 600,000 square feet rather than the 672,500 square feet described originally.
Conditions include a 100-foot undisturbed natural vegetative stream buffer and 150-foot impervious setback measured from the North Oconee River bank, 50-foot buffers on other streams, additional erosion and sediment controls to be monitored by Hall County Engineering, compliance with the Georgia EPD NPDES reporting, and verification of water and sewer availability prior to final plat approval. Jodi White spoke in opposition citing buffer and traffic concerns; commissioners approved the rezone 4-0 (Davidson absent).
