Deputy Speaker Zachary, speaking on behalf of the sponsor, said the prohibition applies to final products — not components — and listed countries included under the Commerce Department guidance.
"This legislation before us prohibits the state from procuring any final technology products, not components or parts, but the final technology product from a foreign adversarial country as defined by the US Department of Commerce," Deputy Speaker Zachary said. After committee amendment and floor substitution, the clerk recorded 79 ayes and 16 nays on the bill's passage.
Supporters said the change is aimed at reducing procurement-related security risks, while the vote tally shows a notable minority opposed. The bill will proceed per legislative enrollment procedures for finalization.
