City moves forward on wastewater plan, prepares ERU allocation and expands customer assistance

The commission heard that the wastewater facility plan amendment — previously presented to the commission — was adopted by the city council on June 8 and that staff will continue to evaluate groundwater discharge as a preferred alternative. The director said the city is preparing the allocation program for the 190 ERUs expected from EPA and DEQ and is drafting application forms and handouts in anticipation of significant interest.
The council liaison reported the utility rate increase (about 17%) and described recent changes to the customer assistance program. "We did expand the utility customer assistance program...we have expanded that to 3 people, and it's, the eligibility is higher...so I think when we talk about it, there were less than a 100 people" using the program, the liaison said, adding the program covers 50% of qualifying debt for eligible households. Staff noted some pre-applications are already in process for commercial and residential projects that may seek allocations when ERUs are released.
