Neighbors press board for structural, septic and environmental reviews for proposed ADU

Multiple neighbors testified in opposition to the petition during the public-comment portion of the rehearing. Amy Moore, who said she lives next to the property, listed concerns about foundation integrity, the site's location above a creek and historic use of portions of the property for animal farming and possible burial. "Any issues involving erosion, water movement, flooding, or soil instability should be carefully evaluated before permitting residential occupancy," Moore said.
John Moore, who had spoken at the prior hearing, reiterated neighborhood concerns about upkeep and the appropriateness of a residential conversion. Ramiro Rivera, another neighbor, described his experience with county inspection and questioned how a structure without a four-foot foundation could be made residential: "It's just... how he can build a residential area without a foundation, a 4 foot foundation that is a requirement by the... building department," Rivera said, urging strict enforcement of building standards.
Neighbors asked the board to require careful professional evaluation of structural safety, septic capacity, and potential historical contamination before any occupancy is permitted. The board and counsel repeatedly said the building and health codes are enforced by the building department and the DuPage County Health Department.
