Board staff reported concern that ridership on the new Clackamas Town Center (CTC) route has declined and described steps to assess and boost usage. Andy Howe said the board hired a firm to ride routes, audit on‑vehicle passenger counts and compare them with automated tablet/accounting data (Passio/Paseo) to identify discrepancies, and that the firm has already noted irregularities. "We they have already said, we think we had found some weird things going on in Passio," staff said during the meeting.
The board also discussed outreach strategies including attending local meetings in Boring and Damascus, working with employers such as Kaiser to promote the route to staff and patients, and leveraging marketing. Andy said the board "do have guaranteed funding for that route from TriNet for 6 years at the tune of at around $900,000," and members agreed to prioritize promotion while staff completes the audit.
