Oversight committee finalizes 25‑agency consortium, narrows Mark 43 deployment to single tenancy

The Police Records Management System Oversight Committee said it has finalized consortium membership for the Mark 43 records management system at 25 agencies and about 943 sworn users, down from an earlier count near 1,100. "We have gone from totals of 31 now down to 25," the presenter said, noting some agencies did not respond to letters of intent.

The presenter told the committee that choosing a single‑tenant architecture and limiting integrations to seven reduces configuration complexity and shortens the originally projected 15–18 month timeline. "Now that we have decided on 8, the number of integrations, which we've 7, as well as single tenancy, they believe that they can cut off some of that time," the presenter said. The negotiation team and a consultant from Delta Works will continue to finalize scope and terms; an updated scope was submitted the morning of the meeting for review.

Committee members asked for clarity on which agencies remain outside the consortium and whether some municipalities (Aurora was cited as an example) might join later. The presenter said the IGA includes flexibility to allow agencies to rejoin under negotiated terms, potentially with a rejoining fee to recoup launch costs. The committee set a timeline to review the updated Mark 43 contract and the IGA and indicated it would return next month seeking formal approval.
