Planning Director Kari Terwilliger told the committee the Town of Conquest contracted the Department to develop land‑use regulations covering site plan review, special use permits, solar energy systems, local environmental review and subdivisions. Terwilliger said the steering committee finalized their recommendations and officially provided them to the Town Board; the Town initiated environmental review on May 19 and scheduled a public hearing for July 21, 2025. “The Town anticipates adopting the Local Law immediately following the hearing,” Terwilliger said.
Terwilliger reported the Town of Mentz has requested specific changes to its zoning law; the Planning Department is nearly finished and will be fully compensated by the town for staff time, travel and related costs up to a maximum of $3,000. Committee members were informed that the Conquest project has already generated revenue to the department and that the Conquest adoption process will include a GML 239 referral and local hearings before final adoption.
