Cayuga County to develop new countywide strategic plan with $103,500 NYSDOS grant

Director Kari Terwilliger told the committee Cayuga County was awarded $103,500 through the New York State Department of State Smart Growth Community Planning and Zoning program to develop a new countywide comprehensive or strategic plan.
Terwilliger said the 36‑month project will be completed in‑house by Planning Department staff, begin in April 2025, and emphasize smart growth principles including mixed land uses, housing variety, climate resilience, and coordinated regional planning. The state will reimburse 90% of eligible expenses; the county will cover the remaining 10% primarily through staff time across 2025–2027.
Staff intend to engage all 33 municipalities and regional stakeholders through an open public process to develop guidance and realistic strategies for housing, economic development, natural‑resource protection and related county priorities.
