City manager updates council on Dixon/Southfield development, e‑bike ordinance and meter app rollout

During the city manager's report, staff provided several updates on development, safety and ongoing projects.
The city manager said the Dixon/Southfield redevelopment will include tenants already announced such as Planet Fitness and will also add a Coney Island and a 5 Below; Burlington Co. is under discussion but not confirmed. He said staff are preparing an ordinance amendment for e‑bikes in the city following a recent serious accident and are in the process of closing out ARPA spending with a quarterly report due. On the water meter project, the manager said the city has replaced about 6,500 of the 15,000 meters it needs to change and is working with the vendor on a resident app for reading and monitoring consumption but delayed rollout pending vendor follow‑up.
Council members asked about resident complaints related to Hydrocorp meter installs; the city manager said only a few valve problems have been reported and staff are following up with Hydrocorp. The manager also said the city is tracking replacement of trash containers (lids and wheels) and awaiting a parts list to reconcile outstanding replacements.
