Staff revises capital projects: Sterling Road revenues cut, Hiatus Road costs raised but offset by surtax grant

Finance staff told the commission that several capital projects were reallocated or adjusted in the tentative FY2025–26 budget.
Sterling Road revenues were reduced by $323,000 to align with projected construction costs, which increases the amount that must be transferred from the general fund for Fund 300 projects. The Hiatus Road project was increased by $1,175,000 (bringing the estimated cost to $1,650,000) but staff said a surtax grant of $1,512,000 offsets most of that increase and reduces the general‑fund transfer requirement. Separately, the headworks project was reallocated into future budget years (through about 2028), spreading roughly $5.2 million in costs into later years.
Commissioners asked for figures comparing the bigger and smaller roundabout options on Hiatus Road and for community input at a proposed Sept. 18 meeting; staff said the budget currently reflects the larger option and will be adjusted if commissioners select the smaller footprint.
